Mudanças climáticas: efeitos da elevação do nível dos oceanos – avaliação para o município de Santos, SP

Abstract

The proposed study seeks to present relevant aspects of the rising sea levels, due to climate changes caused by the intensification of the greenhouse effect in the Earth’s atmosphere. The relevance of this subject has been shown in the sequential reports of the IPCC-Intergovernmental Panel on Climate Change, an agency linked to the United Nations, due to its possible enormous socioeconomic and environmental consequences. Through comprehensive bibliographic research, in scientific studies, government reports, and technical documents, complemented by a survey of information from the Municipal Prefecture of Santos, the work sought to present the main aspects related to the problem. It also sought to show how the coastal city of São Paulo faces and needs to prepare to face it. Thus, given the basic principles of the theme - the greenhouse effect and the causes associated with the rise in sea and ocean levels, the study sought to show aspects related to the measurement of levels of these water collections, as well as the quantitative modeling of their rise, as an essential prediction tool, developed by specialized international institutions. With emphasis on the Municipality of Santos, it presented effects resulting from this rise. The case study, focused on assessing how the Municipality of Santos has been preparing for the rise in the level of the Atlantic Ocean, indicated the existence of a worrying reality, since the set of actions carried out, legally and structurally by the municipality, to face the problem is still incipient, and this reflects a Brazilian reality. In this sense, this study has a warning character, and shows that it is necessary to accelerate planning actions, at a national level, for the adaptation and protection of coastal cities, which may be severely affected by the rise in water levels in the near future.

O estudo proposto busca apresentar aspectos relevantes da crescente elevação do nível dos oceanos, em decorrência das mudanças climáticas causadas pela intensificação do efeito-estufa na atmosfera terrestre. A relevância desse assunto tem sido mostrada nos sequenciais relatórios do IPCC-Painel Intergovernamental de Mudanças Climáticas, órgão ligado à Organização das Nações Unidas, face às suas possíveis enormes consequências socioeconômicas e ambientais. Por meio de uma abrangente pesquisa bibliográfica, em estudos científicos, relatórios governamentais e documentos técnicos, complementada por um levantamento de informações junto à Prefeitura Municipal de Santos, o trabalho procurou apresentar os principais aspectos ligados ao problema. Também buscou mostrar como a cidade litorânea paulista encara e precisa se preparar para enfrentá-lo. Sendo assim, postos os princípios básicos do tema o efeito-estufa e as causas associadas à elevação do nível de mares e oceanos, o estudo procurou mostrar aspectos relacionados à medição de níveis dessas coleções de água, bem como à modelagem quantitativa da elevação das mesmas, como ferramenta essencial de previsão, elaborada por instituições internacionais especializadas. Com ênfase para o Município de Santos, apresentou efeitos decorrentes dessa elevação. O estudo de caso, centrado na avaliação de como o Município de Santos vem se preparando para a elevação do nível do Oceano Atlântico, indicou a existência uma realidade preocupante, já que ainda é incipiente o conjunto de ações realizadas, legal e estruturalmente pelo município, para enfrentamento do problema e isso reflete uma realidade brasileira. Nesse sentido, este estudo tem um caráter de alerta, e mostra ser necessário que se acelerem as ações de planejamento, em nível nacional, para adaptação e proteção das cidades costeiras, que poderão ser duramente afetadas pela elevação das águas em futuro próximo.
